Peran Uni Eropa Dalam Penanganan Kasus Pengusiran Suku Gipsi di Prancis
Abstrak
The Gypsies are a nomadic people whose ancestors are thought to have left northwest India in the early 11th century and entering France in 1419. The presence of the Gypsies in the midst of French society from 1419 to the 20th century experienced many challenges, one of them is the expulsion policy. The policy of expelling the Gypsies was carried out by President Nicolas Sarkozy based on the assumption that the Gypsies were a place of criminality. The European Union as a regional organization has highlighted this case given that France violated European Union regulations by expelling the Gypsies. This article will discuss the role of the European Union in the case of expulsion of the Gypsies in France during the reigns of President Nicolas Sarkozy (2007-2012) and President François Hollande (2012-2017). The concept used is neoliberal institutionalism and the role of international organizations with a qualitative-descriptive research method. Through the concepts and research methods carried out, the research findings were obtained that the European Union as a neoliberal institution in carrying out its role as an instrument gave warnings about violations of European Union law and instructed France to carry out the directives for the free movement of the European Union. As an arena, the European Union has become a forum for discussion by organizing the EU Summit, the European Commission Summit in Bucharest and the European Council Summit in Strasbourg. As an actor, the European Union develops and promotes soft policies such as through economic and social integration.
